He didn’t mention what notes to tune each string.

He did, in this case he used Pa, Sa, Sa, Sa. In a western scale that would be So, Do, Do, Do. The first string is the fifth, the second and third strings are the root above and are in unison, and the fourth string is the root an octave below those.

Honestly, if you don't or hardly ever fret something like this, then it is an immensely boring instrument to play. Like a harp with only four strings.

Tanpura is not boring. I love tanpura.

Indian Classical Musicians would tell otherwise. The Taanpura is not played, it is experienced. We do not play it like any other instrument. At the moment when we pluck Taanpura, we are not the player, we simply sustain the presence of sound. Without these fingers, the sound cannot be experienced. And without the sound, an Indian Classical Musician cannot truly sing or play.
