1) ATC should have diverted that flight to the nearest Airport or to Chennai for safe landing instead of allowing it to land on road number 10 when visibility is poor on road number 28. 2) As that flight is sponsored by government of India and as the flight duration from UAE to KK AIRPORT is four hours, that schedule should have commenced at 12 noon itself at UAE so as to reach INDIA's KK AIRPORT in heavy rain got Kerala, before LIGHT FAILURE or sun set, which ever is earlier. Allowing landing in difficult conditions on road number Ten, in such TABLE TOP AIRPORT was the costliest blunder that ATC Committed on that day. Somany innocent passengers including flight's pilots died. May their souls rest in peace. Such staff of that ATC of that day must be made accountable and removed from active service forthwith.
