If you pull over a car and it has four people in it, the only person that you can legally get ID from is the driver and if any of the passengers get out and run that does not give you probable cause that they have committed a crime. Yeah, it might make you think that they have something to hide but that's about it. The main reason why is because you are pulling over the driver of the car, not the passengers. The only person you should be talking to is the driver. You have no legal right to get anybody else's information even in a right to ID State you still have to have probable cause that I myself have committed about to commit or already committed a crime and since you didn't have that he can run away from you all he wants and it's not illegal. You could see me walking down the sidewalk and I see you if I just start running that is not probable cause of a crime cuz there was no crime committed
