At the end of the day they're both shit comedians Mencia for joke stealing and being a fake Mexican as his thing and Lopez for wanting to be the only guy who can do Mexican stereotype jokes all while using his star power to ban other comedians funnier than him from certain places he goes (Paying a Palm Beach Casino to ban Paul Rodriguez from playing there).

According to George Lopez from his interview with Howard Stern. He claims that he saw Mencia’s stand up HBO special and counted over 30 minutes of his material. George said he immediately called HBO and they promptly took down the special and apologized profusely.

I remember writing a comic as a teenager that I thought was genius, years later I read the outline of my ideas and realized instantly it was an episode of Family Guy. It's actually fairly easy to un-intentionally steal jokes or ideas. Especially if you're smoking a lot of pot at the time..

I hate the "Cult of Robin Williams", that's developed: all based on his work for kids. Robin was fantastic: also, boring. Also, annoying. Also, a joke thief.
