I personally would have designed the game the other way around. Food in the granaries wouldn't rot, but people would have to go to them to get food. Food in stalls would decay, but the tradeoff is that people would not need to physically go there. So you would want to keep just enough in stalls to keep things distributing, but not overload them, to keep loss at a minimum.
