I saw someone wrote that those people are her inner thoughts (somewhat 'foreign'- people who dont look like her), somewhat "intrusive" thoughts, "hurtful" thoughts, lingering at some corners of her mind, where she decided to confront and make peace with, which explains the ending.

Yess.. just like 'inside out movie' like everyone there is inside her head.. so that's why at end everyone follow Taeyeon for back home..like she finally make peace with herself
