Raw eggs aren't safe in some places. In theory, my country is one of them, but since my dad is japanese he didn't want to live without his ocasional tamago kake gohan. So he would only buy eggs directly from a few trusted farmers close to our farm. Also, washing the eggs before cracking them open helps a lot to avoid contamination.

Hi, in Poland we eat sometimes raw yolk with minced beef sirloin. It is called "tatar" and it is believed this came to polish cuisine from en.wikipedia.org/wiki/Tatars. Also when I was a child a popular dessert for kids was en.wikipedia.org/wiki/Kogel_mogel but nowadays everybody is afraid of possible Salmonella contamination.
