No matter how the policy's intention is great, if schools can't get a very good teacher that has the same goal as the country, the Bilingual Education would become such a waste. Teacher's personality, ability and the heart to teach is definitely one of the great factor in this policy that they are trying to push. Teachers must know how to collaborate and reach out with the local teachers very well so the time, money and effort about this Bilingual Policy will not put to waste. As an English teacher in taiwan, working well with colleagues was one of my main step so we could have a very good collaborative teaching and I guess, that would be a win-win for both.

"Holistic policy" should be the right approach. Just make it a multilingual policy with the goal of preserving and promoting all native langauges and in addition having a sufficient percentage of the population learn English and other major world languages to the degree that will out-compete the rest of the world.

I believe Dr. Graham should consider joining the Ministry of Education to advocate for and provide a more pragmatic approach to bilingual education!
