After years of purported policies of developing international competencies, the provision of services in English has not resulted in something as basic as making common IT systems compatible with English. You still cannot type spaces between English words in Taiwanese IT systems and the number of letters you can enter into online or even paper forms are still limited to the expected number of Chinese characters, not English letters, which typically require many more spaces than Chinese. This kind of sluggishness in change just does not signal a sincere effort to internationalize. This may be part of the reason that English competency has not improved in 20-30 years: there is a lack of real determination, real motivation to change. The government needs to address this motivation issue by communicating clearly to the people that internationalization is a matter of national survival, economically, politically, and militarily against China. Taiwan could, for example, organize regular volunteer aid missions for school children to refugee camps around the world to remind the Taiwanese: this could be their future if they fail to internationalize.

Let's pretend that Taiwan turned all road signs and official notices into English. Will foreigners be attracted to Taiwan because of English restaurant menu and government websites in English? No, because salaries are too low.
