Yeah, that's supposed to be coal. The Thomas the Tank Engine toys I used to have sometimes came with a coal car.

That looks really nice, great details on such a little train 🚂. The only Tomica vehicles I have are the Mothra and Godzilla vehicles, and I really like them. Nice little train 🚂👍👍👍
