There is so much ambiguity with the elvish "banal’vhenan", but she's definitely responding to his earlier phrase: I'm sorry". It says something that Lavellan responds to him in elvish, too. Cruel phrase, really. It's rare we hear elven-Inquisitors even speak elvish. Solas: I'm sorry. I never wanted to hurt you. Lavellan: Banal'abelas ("Your apology means nothing".) Then banal’vhenan.
