After putting rocks in you can sprinkle a bag of cement all the way down add water and it will solidify the rocks in place

Girl, you need one of those backpacks with the plastic opening. Kinda like a fishbowl side. This way you can keep him close and he can see everything. Then ya dont have to worry about him jumping and running from ya. Save him from suddenly freaking out and running into traffic. Just I thought.

Look into using mulch glue to seal the rocks because they are going to be everywhere.

Cats will still pee there bc they can smell past urine. You'll have to get bags of cement to seal the urine out
