This is in context with untimely death , Yes God does decide but sometimes it is not in his will but the enemy , for example if you decide to take suicide that is not in God’s will or control it is yours and the enemy . So David here is saying no , I will not die before my time nor at the hand of the enemy

People can shorten their lives by drinking or smoking or reckless driving and other means. Not obeying the lord opens the door for enemy activity

No, God gave us choices, free will, and we have an enemy who comes only to steal, kill and destroy,which is why we pray, ... Gods will doesn't always get done...
