They aren't really pardons...Biden issued 'immunity from prosecution'. It matters because they don't have to accept the immunity . But, a pardon has to be accepted. Accepting a pardon is an admission of guilt. The immunity from prosecution prevents the DOJ from issuing an indictment in the first place because they cannot be prosecuted.
