These are the modern Persian alphabet numerals, back in ancient times they used different ones, there was also middle Persian with it's own numerals. The modern numerals are based on Arabic. Cyrus II the great would not be able to read this. In London they have one of the 3 Cyrus cylinders. Persian culture is some of the oldest on the planet, their empire spanned all the way from Greece to India!

There is no distinctions between them as far as pronunciation. They all are pronounced the same. As far as spelling, there is no rule behind which one to use. You just need to learn the spellings by practicing them. The most common/t/ is ت and the most common /z/ is ز.

The alphabet itself was not "ripped off" but rather converted, think of it as: what is the Arabic equivalent of the English letter T? The answer is the letter ت. Same logic applies, but farsi is a completely different language, however, due to the spread of Islam and the geographic proximity between the Persian and Arab worlds, both languages have exchanged and influenced one another. That is why you can find Arabic worlds in Farsi (and many other languages, even English)
