I think most people broke the rules at some point. The main ones who didn’t were businesses/services (because they couldn’t) and people in fear of their lives due to health conditions. The problem here is that Boris was pretty much forced to resign for not practising what he preached but it seems that it was more widespread than people knew at the time. Kind of makes you wonder what would have happened if the Tories had kept Boris.
