It is the Job of Muslims to be clean...People should want to live and work in a clean and neat place. However, at the same time - Police should not use intimidation and threat - or treat people as inferior. Just gather people in a crowd and explain to them clearly the benefits of a clean and neat environment and ask them to help in that work, give them a reason to be proud.
