The truth of the matter is that both Junior and Kaye are right....two things: 1., the only Permanent Secretary who signs appointment letters is the Public service PS. It's the Public Service Commission that recruits and the Public Service PS issues an appointment letter and deploys you to whatever Ministry that needs your skills set. The PS of the Ministry you have been deployed to only initials and forwards your letter to his Human Resource Commissioner in acceptance of the officer and it is filed. This is why Kaye is insisting Junior is not employed at the Lands Ministry. 2., There's a class of Ministries' Staff that is employed and classified as Contract staff...usually renewable every two years. I believe that is why Junior's letter bears the signature of the Lands PS and not the Public service PS. The question now, is does Kaye recognize Junior's appointment as a Contract Staff oba nedda! Ba ssebo Junior ne Mukwano gwo Kaye...stop this nonsense, it does NOT add value to either of you! Swallow your pride and apologize to each other mukole ssente mwe!
