MLB didn't decide that, that was all Tampa who decided that Steinbrenner Field was the best option since it was the closest to being a MLB facility Now regarding the money the Yankees are getting for this deal, MLB Trade Rumors reported this "The Yankees, according to Kephart, will receive an additional $15M in revenue for agreeing to host the Rays in 2025. That won’t come at the cost of the Rays’ revenue but rather insurance and other yet-unreported avenues." and Kephart is from the Associated Press. The Tarpons will still be playing in the facility, just not their main place but there are other fields there.

If they have to Spent Millions to Repair Tropical Field then the RAYS will have to stay there for more than 2 years after it reopens. I’m thinking to make the Repairs and possible Renovation Expenses worth it, the RAYS should have to Stay another 5-7 Years delaying the New Stadium’s Construction.

It rains almost every day in Tampa during the summer, so they're going to have to deal with a lot of rainouts. That was Kay's point. Not that it was somehow unfair the Rays.
