A lot of Days of the New songs dropped the high E a whole step as well Which would make this riff a little easier than fretting the 3rd fret for that ringing out

That is true. That may very well be the case here, as Breakdown is also tuned that way. I guess if ya wanna put in that little extra effort to tune it down, it’s probably worth it. 🤘😎🤘
