The problem is no one knows what is considered a fair justifiable tax. What is fair with one might not be fair for others. You can go back in history to find a fair taxation but I doubt if you will be able to pin point a particular time. Taxation is and has always been based upon someone's inablility to assume this is a good figure to ask for regardless if its fair across the board or not. Flat taxes seem like a fair thing but only if they are based upon each individuals specific income. And here is were we find dishonesty. Once people find that a taxation is going to be based upon ones income then many will lie and do whatever is needed to reduce the actual income amount they make. And the taxer sets up speical exceptions which is nothing more then favoritism for a class of people to obtain breaks in those being taxed. So, in short answer - generlization of taxing is not a solution and blaming leaders for over taxing is more a norm then the exception because they don't know and really don't want to know what is fair.
