You don't know what a TAS is. Everything he did is possible in game. He just used slowdowns and frame by frame inputs to make sure he did what he wanted to do every time. No missing links, no execution errors. The A-groove in specific lets you combo anything into anything while the meter drains.

Beat him to unlock him, I don't remember exact requirements to fight him(certainly you need to fight Geese/Bison, and I think one Finest/Dramatic KO was mandatory - but IIRC there were more)

***** Dunno if you still haven't unlocked him, but you need 1500 GP (that number above the timer) on S, N, or K grooves, or 1200 on C, A, or P grooves. Flip it the other way around, and it's Ultimate Rugal. At least, that's what the guide says. I do recall times where that didn't quite work, or times I fell short and was still challenged. I'm not sure what the exact criteria is.

It's the A-Groove. A-Groove lets you do Custom Combos from the Street Fighter Alpha series, allowing you to cancel any move that hits into any other move. That's how you get air fireball into air fireball into air fireball ad infinitum.
