In India , there is no national language but there is a concept of state language. Urdu was and will be a state language of Jammu and Kashmir state and thus PM Modi tweeted in Urdu for the people of that state . Also , Urdu is an Indian language used by Pakistan as its national language. Similarly Bengali is an Indian language used by Bangladesh as its national language. 😊

Sajid ... Bhutto had no choice but to agree to it as India in 1972 was holding 93,000 Panjabi's as POW. I repeat Panjabi's. Had it been Pashtuns, Sindhis, Pakistan would not have signed Shimla agreement. Pakistan agreed no 3rd party intervention, reason why USA, UK, Europe and now Arabs dont want to talk about Kashmir. Dr. CHEEMA ji 1st Article 35A (STATE SUBJECT LAW) was abrogated by PAKISTAN long back. INDIA only in 2019 abrogated Article 370 and 35A.
