Use a good moisturising lip balm before applying your lipstick and in general everyday (before bedtime etc.). Some good options are the Plum Candy Melts lip balm, Body Shop Vitamin E lip balm, this Lotus one I'm using (Lotus Lip therapy) is also very good, and the Laneige lip mask is the best in the market but a bit high end. If your problem still persists and is really bad, you might need to see a dermatologist and get a medicating lip balm.
