The sounds and text and music sounds are quite similar. Act Raiser came out a few years before Illusion of Gaia, came out of the same studio I believe.

It's actually the same effect as in Soul Blazer. Super Castlevania 4 is quite different.

It is an unintended side effect of getting damaged while next to a wall. It gives you ground underneath you so you can continually jump while crouching kind of. There are a few tutorials here on KZbin.
