You don't increase terminal velocity, you reach it. Terminal velocity is the maximum falling speed where gravitational pull and wind resistance equalize and you won't accelerate any more.

Didn't make it super clear during the first custom map pack that you CAN jump, but only where the Easter Island statues (seen at the end of Zelda 2 dungeons) are in the background (and single width versions of them). This is why the jumping is so awkward when it gets near the pipe at the end of each level.
