I remember when I did this the first time, the scud storm took out my command centre before the last rocket even hit. I was like, wait, WHAT?!

It can happen, though only the Demolitions General can pull it of consistently.

In this particular case the Command Center died because although neither standard Anthrax nor Anthrax Beta affects structures, Anthrax Gamma *does*. Whatever that crazy bastard mixed into that goop made it corrosive to the point its damage over time effect hurts structures as well, not just units.
