She panicked and was frightened. And afterwards, she seduced her daughter's boyfriend Rick that her daughter would've been frightened and when Phoebe forgave her mum, she gets a payback with Rick in a car and was over-speeding because of his filthy life betraying Phoebe's happiness. Phoebe forgets to put her seat-belt and it may have been a tragic accident. Rick panicked and was frightened too, but in my opinion Rick became selfish to Phoebe who cheated on her more than once or twice, and just didn't want to answer her questions.
