In Abu Dhabi there is similar but with purpose. It closes from the side where is sun and it opens from the shade side. In that way they are saving energy for AC and lighting as well

It seems to me like this would be really loud inside the building, and would be very prone to breaking down. It's cool, but if you're going to make something like this, it should probably serve some kind of purpose beyond looking neat.
