That's actually intentional. Ever since Grant Morrison developed the character, he gave him a baby face that contrasted with his brutal and mature attitude. A lot of people in-universe (like Tim Drake or Jon Kent) mock the fact that he looks like a lil' kid or that he's too short for his age.
