Rave War was also on the side of cars in some versions of Ridge Racer and I always wondered what that meant!! I thought they meant rave music of the time but that makes more sense now!

I think it may have originally been used for devil kazuya. It feels like devil kazuya was originally gonna be a separate character from normal kazuya for the console release (main evidence of this being that devil has a larger reach and he deals WAY more damage than normal kazuya. As well as the promotional artwork giving him actual wings), but probably due to time constraints, they made him a skin for kazuya instead.
