dont worry he was added in tekken 5 dark resurrection as a secret character to unlock him you need to beat arcade mode but pay attention its arcade mode not battle

No it was Heihachi, it's some sort of hack to do with Heihachi in order to be Jinpachi, not sure if this answered your question or if you even care anymore since 3 years ago but I thought you'd like to know 😊 😊

The announcer clearly said that it is Jinpachi Mishima. He was suppose to be playable on PS2. But he was playable on PS3

Yeah, he said Jinpachi Mishima, you can hear it if you play in a VS battle with Jinpachi, when you win, the announcer will say "Jinpachi Mishima WINS!" His "Jinpachi Mishima" lone sound was supposed to be heard when you choosed him in the character select, only that he was removed because he was purposely made OP "because bosses need to be OP lol" aka Harada.

its because tekken 5 was getting much memory but dont worry dark resurrection knows how to fix it jinpachi in tekken 5 would make cutscenes strange thats why jinpachi was in tekken 5 dr (dark resurrection)

Because there is no specific story for Jinpachi, you just have to pic someone else's to play (It will make whatever character you play into Jinpachi)
