Paul in Tekken 7 clearly. Besides having better tools, damage and being able to cancel his rage to take away 90% of your life, T7's slower playstyle suited him better. In Tekken 8 he's not a bad character but he's far from Dragunov, Nina, Feng...

Tekken 7 Paul has a rage art cancel that can extend combos and make crazy comebacks and Tekken 8 Paul has new combo routes with the deep dive cancel and an enhanced deathfist that can send send the opponent flying. So I would probably say Tekken 7 Paul.
