"Removed" does sound a little misleading, but it's democratic nation, not Russia, so it's just a change of role and and change of leadership (In Russia when someone is "removed" it's usually either because they got killed by Ukranian forces OR because they somehow offended Putin). With Zalushny it's like when a company lets one top leader go and hires another one, although in the case of Zalushny he is not leaving the "company", Zelenskyy still wants him on the team since there is no doubt Zalushny is capable leader absolutely useful for Ukraine, it's just going to be in another role now.
