That is the problem,their are those who still who carry the " My people your people mentality." From even this kind of 'slavery memtaity', those who represent the communities, need to emancipate their minds from. On a different note, Jamaica has much rain fall. How many new dams or reservoirs has the government built over the past forty years. The population has been growing tremendously, both from invitations to everyone to come to Jamaica - and they are coming to stay, in addition to our own original citizens' population growth. Note should be taken as well, of the evergrowing increase of communities building on mountainous terrain. This not only affects our rain fall - by the cutting down of some rain- forrest, but put constraint on the already limited souce of water- supply to those communities on normal terrain. In this twenty first century Jamaica should not be playing catch-up. We have had enough experiences in the areas of water- shortages, flooding due to hurricanes and other disasters. Hence, we should be in a proactive mode, rather than the government scratching its proverbial 'head' for solutions, after the fact.
