One thing you forgot, that should have been done, is to have a control. You should have checked the temperature of both shirts when you placed them down to insure the starting temperature was the same.

Testing on concrete is not a valid method as they also transmit the temp from underneath. Suspend them from a line and test!

When I was little my science teacher used to say that the color black reflects light so the absorption of heat is only on the surface and don't get deep. That's also why people in the middle east wear more darker colours and I actually tested it myself yesterday it was about 35 degrees outside and I must say black colour had the same effect like the brighter colours. I was not sweaty after wearing black.

Looking at how color and light works i believe its because light and temperature are one and the same. Like the ocean is only blue because its absorbing all of the colors on the red side of the light spectrum. And visa versa for the opposite

Dark color absorb UV, then release energy (heat). Is heat energy make darker skin or not?

What is actually being measured? The emissivity of the shirts transferring the energy of the concrete, or the temperature of the shirts themselves? How do you know what you are using to measure temperature with is actually measuring "what heats up more"?
