I think there was a visual limitation issue in regards to available memory space, the game would have to, in theory load ALL possible character models since he could change into anyone, so he couldn’t morph, BUT it actually led to some sneaky play if the opponent wasn’t paying attention to the announcer

My one and only one question in MK4 that is still unsolved is that why Shinnok’s testicles disappear when he changes into Tanya or Sonya while, unlike Tsang Shung, all his physical appeareace remains the same when morphed. Well, play Johnny Cage against Shinnok morphed into Tanya or Sonya, and you will understand.

Funny thing is this is what shinnok was original supposed to play as. Think Ed boon said that he had the ability at mimicking other players move sets, but they couldn’t find a way to make that work in the game so they left it out.
