At 13:26 Jared is right on the money. If you recall, Kenyatta's regime deployed civil servants across kenya until 1982 after the coup attempt when Moi covertly abolished the practice. The idea of national deployment across Kenya especially for Doctors, Teachers and Police officers allowed, say for example the ja'Luo children from Nyanza to live, hear and interact with a Kikuyu , Kisii or a Luhya police, teacher or doctors. The same happened in the reverse. If continued, tribalism would have been very minimal in Kenya today. Imagine places where say a Kikuyu aged 10 has never seen or heard a ja'Luo speak in his accent or his mother tongue except what Gachagua says about say Raila Odinga! Isn't that terrible for national good? Civil servants are paid by taxpayers from across Kenya and therefore, should be posted anywhere and everywhere except where their safety is under threat like the North(even this can be mitigated if Duale can table a list of terrorist sympathisers as he sensationally promised parliament sometime ago) eastern But The Police should be as Jared claims, service providers who may at times ask for "tea" when it's cold but not demand it when the sun is up. SERVICE. NOT FORCE.
