The reason for this oddity is just because there's literally no reason not to make it mineable with even the most basic pick. My (probably incorrect) theory is that in the tooltip for luminite, it says it's a "pebble of the heavens", so perhaps luminite is more comparable to gravel than it is a metallic ore? The reason why this happens is because it isn't really an ore. You don't find it underground, its a boss drop, and as listed on its tooltip, its a PEBBLE of the heavens, so 10 blocks of it is just a pile of Luminite. It is stuffed with power, not toughness, explaining why Stardust armour is so weak, yet so powerful. To prove this entirely, its a pebble of the heavens, also explaining where it got such immense power. Ontop of that, its not even smelted with a furnace, instead the Ancient Manipulator, which is designed to handle materials exactly like Luminite. Calling it an ore is like calling the Cloud block found on sky islands an ore, or calling purple painted rocks the corruption.

I think the luminite ore thing makes some amount of sense though, because you get luminite ore by killing an Elderitch Abomination, not by mining it up. Also a magic pickaxe made of potentially magic candy canes can probably be as strong as gold. Then again you get it from the same event where snowman monsters are capable of hurting or even killing you.

also the reason the copper pick can mine the luminite is probably because its basically a building material unless you smelt it

Theory: Luminite may be just a normal pebble BUT with magical properties from the heavens of terraria. The Ancient Manipulator uses those magical properties to strengthen the material worthy enough to become celestial equipment. I don't know if anyone has said this already, and I may be wrong, but I think the fossil pickaxe was added more recently than the candy pickaxe and gold pickaxe. Before then it was probably nesscary that the player know what pickaxes can mine meteorite to progress in the right direction, but because the Fossil pickaxe was added after the two, reminding players that they could mine meteorite with a 55% pickaxe power pickaxe wasn't necessary, so the developers probably forgot to add it. Also you have to go more out of your way to get a fossil pickaxe than a gold one, so it probably wasn't expected for you to get that before gold.

Simple answer for the luminite hardness: Chemistry Pencil lead and diamonds are made of the same thing, but the arrangement of the Carbon atoms is what determines their strength. Take Osmiridium for example Osmium and Iridium are both extremely crappy metals to make hard items from. They're dense, but on their own they're either malleable or brittle, and they don't really bond well with other metals. But if you alloy them together, you can make Osmiridium alloys that are super tough, super long-lasting, and super versatile. A similar effect is the difference between Iron and steel. Iron on its own is malleable and soft, even when heat-treated. It's better than bronze or gold, but it's still not the best. This is because the Iron atoms can slide past each other, making it easy for the object to deform However, if you mix charcoal into the metal as it's melting, you add Carbon atoms into the Iron structure. The exact same Iron gives the same strength and properties, but the little Carbon atoms fit between the Iron atoms and gum them up so they can't slide so easily. This produces a far stronger metal than simple Iron. Luminite on its own isn't terribly useful. I assume its energetic properties are pretty similar to Vibranium from the Marvel universe, but with a much less useful native form. Mix it with Lead, and it gives you bullets that seamlessly glide through matter by shedding tiny amounts from their surface as they fly, removing friction. Alloyed with Chlorophyte, it forms a conductor capable of adaptively matching the sporadic and chaotic power output of Spectre Bars up to the intensely regular and precise particle fluctuations that enable Shroomite to bend light and make miniscule optical measurements. The power of Spectre Bars, Channeled and Modulated by Luminite and Chlorophyte, enables the focusing and refracting power of Shroomite to be amplified enough to mine solid blocks indefinitely. The same effect goes for the celestial fragments. The luminite itself is a crappy metal for armor, probably only about as good as Silver or Gold But if you infuse its superconductive, quantum-entanglement-exploiting structure with the stabilizing and elementally-charged particles of celestial fragments, those particles reinforce the Luminite the same way Carbon stops Iron from deforming, and add their own quantum attunements to synchronize the random energy movements in the crystal structure, allowing the solid metal to behave with the same physics as the particles themselves. This allows the reality-warping effects of the fragments to be seen at a far larger scale with a far smaller amount. The pillars use massive amounts of fragments to inneficiently manipulate reality around them, but the player can use Luminite to focus and stabilize the fragments' effects in a much more controlled way. In short: Luminite's soft because it's only the middle man between the player and the full power of the fragments, and not the source of the power on its own.

i imagine luminite as like, a regular metal, really thin, like iron or gold maybe, but it has special properties on it's own it is impossibly light, as in, having negative weight, so it travels incredibly fast, being able to deal lots of damage and when mixed with the celestial fragments, it becomes like a sort of alloy, becoming significantly stronger, and also using their power to create magical effects like the solar shield or the stardust guardian

With Game-logic it makes sense, the ore doesn’t spawn naturally so it doesn’t matter if it has a power or not because no one is going to find it lying around. Logically, at first it doesn’t sound like it’d make sense but I think it could. Luminite’s description says “a pebble of the heavens.” So typically speaking it’s really just a super cool rock, that gets even stronger when you combine it with the power of *insert pillar.* You don’t even smelt it to make bars, you just combine them together at an altar.

Luminite isn't mined to obtain and you only get it when you "finish" the game. After that there's no point in mining challenge. The logic is you can't reach luminite and not be ready to mine it. If you beat Golem, you deserve the right to mine absolutely anything. The game is divided into tiers and Golem is the last mining tier. Same as solar wings are the final tier of gliding, UFO - the last tier of moving vertically in general and Celestial Shell is the last tier for underwater movement. There's no point in hiding anything "too high" or "too deep" after that. There's no need to make luminite unbreakable by any pickaxe too. The sci-fi reasons may vary. Maybe it's a soft metal that adapts magically to player's will so it can be mined by anything. Or maybe it's not even held together the same way as other ores.
