IIRC, Sugarcane actually grows at the same speed when on Dirt, Sand, and Grass Blocks unless modded, with the very idea of it growing faster on Sand being no more than a myth. On the topic of mods, there is an item called Snad, of which will increase the rate of growth of Sugarcane (Redstone signal might be required), designed to end the argument.
