Highway Robbery is probably coded like this rather than as part of the cost so you can't be blown out by a counterspell. But that also means that if you see the selection screen you saw, you can't go back because the spell effectively resolved at that point and you received information that there is no counterspell

As soon as you pay the costs it counts as being played. It doesn't have to resolve.
