I don't think they're underrated. they never "made it" like metallica, but that's a lot of bullshit largely. What they ARE, are a incredibly highly respected band in the global metal scene. They have clout. They have respect. They have a long legacy of staying true to metal. Find me 1 serious metalhead that has anything bad to say about Testament. They may not be someones favourite, but they'll go, "oh? Testament? Yea they fuckin slay."
