@Vasili Panin yeast bloom on fruit and veg is totally different than chocolates. Chocolate has cocoa butter which separates from the chocolate at certain temps which rises to the top of bar or bottom.

For the US MRE, whenever I see items like the cheese and bbq sauce without an obvious use I think that the creators are thinking field combinations. This case looks like all or most on the tortillas (except raisins, but sometimes the cranberry version surprisingly works well with many items)

Taras, the white discoloring on the chocolate is called Chocolate Bloom. It can one of two things, a Fat Bloom or Sugar Bloom, it happens to chocolate eventually but it is still edible but it might alter the taste a little.
