I make my own. A package of cotton dental cylindrical jobbies, there are a couple hundred per package. 3 parts microcrysaline wax, 2 parts gulf style paraffin, and about a ¼-inch of your favorite crayola crayon. Melt wax. Dip cotton jobbies for 15-ish seconds and remove. Let them solidify. They work exactly the same. My recipe took some trial & error, but the 1.5:1 ratio seems to result in a firm, but pliable fire plug. No accelerant (like lamp oil) is necessary. I found adding that stuff made them greasy and smelly. Just wax, and cotton. Simple.

Not surprising to see cotton plugs as the first response here. $7 for 100 on Amazon. Packs of paraffin start at $5.

Try the cotton makeup remover disks. Sleeves of 80-100 at walmart for a buck or so. Perfect for this. I haven't used paraffin wax but store these disks in a jar soaked with 91% isopropyl alcohol to start my wood stove

One might get that impression at first, but cig filters are mostly made from a type of plastic called cellulose acetate. Not recommended for fire starters as they can contain fire retarding agents added during manufacturing.
