Glue gunner can't do damage. Sniper actually does damage, and probably the best 0 0 0 tower from its cheap price and pretty good damage.

With that logic, the farm and the village are the worst 0-0-0 towers. But out of the towers that CAN DO DAMAGE, a 0-0-0 sniper is the worst as it has no pierce and one damage. It's good to start off because you immediately upgrade it as soon as you can. Without upgrades, it is the worst.
