He was clearly starting the engine on an uphill grade. (Note that when the throttle was closed and brakes off, the engine began rolling backwards relatively quickly - it's a fairly steep grade) It takes a bit of throttle jerking to get a steam locomotive started on a grade like that. He did just fine.
