Just came up with a kinda crappy head canon for the 'not shooting after drinking bonk' is that scouts invincibility makes him highly susceptible to forces that aren't gravity or the momentum of his own movement. So when he shoots a gun I imagine the recoil is massively increased to the point that scout doesn't think shooting anything while bonked will accomplish anything so he doesn't try.
