The level 6 board is so bad both on econ early game having a lab board early game doesnt make sense when going for this board. unless youre rolling on round 3 carousel. to lock in the comp. Think about it what bruiser can you change for nunu when you dont get him at the carousel or arent lucky enough to draw him. there are better starting boards out there and you can easily swap to this comp if you see camille reroll and rebel akali on the same lobby.

It is better to give silvermere dawn to sett. 1 Silvermere > 2 Deathblade. Urgot have high AD, so his attack speed is important. More attack spd = More mana = More spell cast = More shield

If items are given to Urgot and Sett, there won't be much left. It might be better to give the items obtained later to a 2-star Vi or 2-star Sevika. However, as mentioned at the end, it seems like a very risky strategy that can only be played when the situation is really dire.

Got Urgot and Sett 3* with perfect items and everything, went dead 8th. Comp only viable in bronze or ultra weak lobbies. Played in master btw. It just cant compete with other 1/2/3 cost rerolls or fast 8-9th boards

seems like a skill issue to me, it worked well for me in masters lobby once, high tempo game as well with crab rave going on. but its important to only play the comp when you 100% can hit all items / units on time. but i can agree this is definitely not a consistent strategy, but for sure a fun one to play! and when its fully set up, its extremely powerful and can easily claim first (e.g. soju's clip when he lost to the same urgot comp)
