Either she has vowed not to and this interaction was too uncomfortable for her not to say anything, or she has no idea how to talk and this interaction was so uncomfortable that it forced her mind to develop the ability to speak just so the conversation wouldn't end in awkward silence.

Apparently Wheatley was written with Merchant in mind as the VA, to the extent that they weren’t sure what they were going to do if he turned it down lol. I dunno about Merchant himself, but he does seem to play characters that are extremely awkward and have a tendency to ramble (which only makes it more awkward), much like Wheatley does.

Portal : Revolution is a fan-made mod for Portal 2 that recently came out, it tell a compeletly new story with original characters, spannig over 7~8 hours of gameplay and was very well received, if you're a die-hard Portal fan go check it out.
