This 1970s promotional film by the United States Department of Agriculture (USDA) Consumer & Marketing Service shows the USDA meat inspection process and changes since 1900. The film opens in black and white, showing the New York City skyline, a steamboat, a streetcar, and crowds of people (1:00). Fisk Tires and Sonora signs (1:09). Narration describes the increased population and changes in the 1900s, showing photos of women marching for the right to vote (1:13), the White House (1:17), Model T Fords on an assembly line (1:21), the Wright Brothers’ first flight in Kitty Hawk (1:30), electric lamps, women working at switchboards, people washing hands and being examined by doctors. President Roosevelt (1:56) speaks as narration describes his trustbusting efforts by giving the Interstate Commerce Commission more power and the advent of federal regulatory agencies. The film describes advances in public health and sanitation, showing Dr. Walter Reed (2:09), who controlled yellow fever by eliminating Aedes aegypti mosquitoes, and Dr. Harvey Wiley (2:26), a chief chemist who investigated unwholesome meat and food. “The Jungle” by Upton Sinclair, a 1906 book that exposed unsanitary Chicago meatpacking practices. President Roosevelt speaking about the Meat Inspection Act of 1906, which made meat inspection compulsory (2:54). A worker inspecting a piece of meat next to a “carcass inspection” sign (3:07). At 3:35, the film turns to color, showing a USDA Consumer Marketing Service meat inspector climbing stairs and removing his hard hat. Starting at 5:10, automated machines cut and process hot dogs, sausages, bacon, and other meats. Labels for Oscar Mayer bacon (6:31). An inspector handles poultry on an assembly line (7:15). An inspector collects chunks of chicken and turkey for chow mein in a container (8:04). He enters a USDA Incubator room, where he makes sure cans of meat still have a vacuum seal (8:17). A bag of meat products with a “Sample for Laboratory Inspection” form (8:48). A technician examines a pink liquid in an Erlenmeyer flask; meat is fed into an extruder (8:53). A technician examines Petri dishes under a microscope (9:23). Architects examine blueprints for a meatpacking plant (10:00); the USDA must approve the construction of new plants at multiple stages in the process. A female employee sorts through microfilm to find a label (10:15); every meat label is filed with the USDA. A “Filmsort Examiner” sign next to the woman’s desk (10:25). A display of meat products on a table with labels for Libby’s meatball stew, Hanover Pork N’Beans, Spam, Briggs bacon, Hormel Chili, Chef Boyardee spaghetti and meatballs, Swanson fried chicken, and Dinty Moore beef stew (10:30). The camera zooms in to a Dinty Moore beef stew can and shows the five main pieces of information on a label: product name, list of ingredients, exact weight, inspection legend and plant number, and name and address of the manufacturing firm (10:39). A Krey brown gravy sliced beef can (11:05). A Swanson 3-course fried chicken dinner (11:27). A Hanover Pork N’Beans can (11:43); pork and beans are an exception to the rule requiring the largest ingredient to be listed first. A closeup of the ingredients list on the Swanson fried chicken dinner (12:00). President Lyndon Johnson signing the Wholesome Meat Act on December 15, 1967, which provided a totally inspected meat supply (12:16). Along with the Wholesome Poultry Products Act, the laws changed the inspection process by providing federal funds for training, covering products crossing state lines, and allowing the USDA to review records of industries allied with the meat industry. “Virginia Keep Left” and “Wrong Way” signs (12:57). A female grocery shopper picks up and examines a wrapped chicken and other meats (13:21); narration reminds consumers to buy sealed products, make sure products are at the right temperature, and proper storage and thawing practices. The woman picks up a package of Libby bologna (15:00). She rewraps ground beef and labels it with the date (15:26). At 15:38, meat sanitation practices; the woman washes a cutting board and cuts a chicken (16:11). The film ends with people eating various foods, including astronauts with space food (17:30).

As a Republican I do know we need government. Just not an overbearing and corrupt one. A child needs parents also; But not excessively controlling ones..
